hurricane
Soak it with penetrating/lubricate spray of your choice and let it sit for a day.
polliwog
I agree, give it a good soaking in penetrating oil, If that doesn't work get your neighbors strong young teenager and have him give it a shot. I took mine to my mechanic and they had it of in 30 seconds. If they stay on for long periods they tend to bind up.

fishmanjj
PB Blast, Aerokroil, CRC penetrating oil, etc, etc.....all are good....soak it , let sit, lightly tap pedestal base with rawhide mallet periodically to help loosen up. If you apply heat with torch.....keep it low and quick ...not too much heat.
triplec
As above w penetrating oil and if your deck layout is like my 96 you can get to the base through the middle hatch and maybe get a pipe wrench on the bottom to help it along a bit. For what is worth I seem to have better luck with Liquid Wrench than the above mentioned products but all should work over a few days.
